Developing the procedures and management system to satisfy the requirements of ISO/IEC Guide 65 and ISO/IEC 17021 for product certification and system certification organizations respectively, as well as training and registering appropriate auditing personnel will require careful planning, and probably the support of partner organizations. These and other financial issues will have to be factored into the budgets of BBN in the next few years, before the certification business will become self-sufficient and even make a small profit.
The support of government in getting the system off the ground will require serious investments over at least a four to five year period. It is also important that the certification division is separated from the others, so that the finances can be better managed. This will also facilitate accreditation. The ultimate goal is that this division becomes self-sufficient as soon as possible, but no later than 2015.
